There were (and probably still are) people who thought buying new stamps at the post office was a good investment. Some bought sheets, some plate blocks and some only 1 or 2 copies. Whatever, when those people go to dispose of their "investment" (or the heirs want to get rid of them), they find there is no market for mint stamps made within the past 80 years or so (with a few exceptions). They're lucky to get 50% of face value simply because of supply and demand.
