Jim I know that United Airlines has has been actively trying to train and hire more minority workers, but that is a company decision. I am still in touch with friends and former students who are employed in the airline industry and none of them has ever mentioned any kind of governmental minority hiring mandate.
During the height of the pandemic, many pilots, flight attendants, and mechanics were let go because there weren't enough flights to keep them working full time. Once travel resumed at a more normal pace, some of these people who had been let go had already found new careers, or decided to retire, and were not interested in returning to their previous jobs which caused a shortage and brought about delays and cancellations.
